Announcement: OSHPD’s Healthcare Workers Development Division Announces Scholarships and Loan Forgiveness Programs for 2020

The Healthcare Workforce Division (HWDD) administers programs that improve access to health care in underserved areas of California. The  programs support individual students and graduates with scholarships and/or loan repayment, and educational training programs that show a commitment to increasing the number of primary care healthcare providers in California. HWDD acts as the State’s Primary Care Office (PCO) and liaison to the Health Services and Resources Administration (HRSA).

OSHPD’s non-profit, the Health Professions Education Foundation (HPEF) also administers scholarships and loan repayment programs to health professional students and graduates who are dedicated to providing direct patient care in underserved areas of California.
LOAN REPAYMENT PROGRAMS Steven M. Thompson Physician Corps Loan Repayment Program (STLRP) STLRP assists with the repayment of qualified educational loans for licensed primary care physicians and surgeons that practice at a qualifying site in a Health Professional Shortage Area (HPSA) in California.

County Medical Services Program (CMSP) Loan Repayment Program
CMSP assists with the repayment of qualified educational loans for primary care healthcare professionals who provide healthcare services at an approved site located in the 35 CMSP counties.

State Loan Repayment Program (SLRP)
SLRP assists with the repayment of educational loans in exchange for working at an eligible site. Eligible practice sites must be located in a HPSA and agree to match SLRP awards.

SCHOLARSHIP PROGRAMS
HPEF Scholarship Program
HPEF provides scholarships to health professional students who are dedicated to providing direct patient care in underserved areas. Recipients must agree to provide direct patient care in a medically underserved area of California for a period of one to three years.

California Healthcare Workforce Policy Commission Funding Meetings
OSHPD will announce the FY 2019-20 Registered Nurse (RN) awards at the funding meeting on March 11, 2020. Song Brown has at least $2.725 million in available funding.

The FY 2019-20 Family Nurse Practitioner Physician Assistant (FNP/PA) awards were announced at the funding meeting on January 30, 2020.

Song-Brown Family Physician Training Act Contributions
Physicians can help increase access to quality care for many of California’s underserved populations by voluntarily contributing $25 to Song-Brown when renewing their physician license.  Contributions will support a program that has been committed to serving primary care training programs throughout the state for over 45 years.Mini-Grants Program  
Mini-Grants awards up to $15,000 to institutions to support conferences, workshops, or career exploration activities to expose students to health careers.  Emphasis is placed on programs that target underrepresented and/or economically disadvantaged individuals.

WET efforts seek to improve and expand the public mental health system workforce through a framework that engages Regional Partnerships and supports individuals through pipeline development, undergraduate scholarships, education stipends, and educational loan repayment.  The program also supports systems through peer personnel preparation, increasing psychiatric education capacity, the Train New Trainers Psychiatry Fellowship Scholarship, and research and evaluation.

SHORTAGE DESIGNATION PROGRAM 
The Primary Care Office (PCO) recommends federal shortage designations, provides technical assistance on HRSA programs, and collaborates with statewide partners and stakeholders on clinician recruitment and retention.

Annual Health Professional Shortage Areas (HPSA) and Medically Underserved Areas (MUA)/Medically Underserved Populations (MUP) Technical Assistance Workshop
The PCO is holding its Annual HPSA and MUA/MUP Workshop on April 16-17, 2020 in San Francisco, CA. The workshop will discuss the HPSA designation process and benefits, federal policies for HPSA designation, community health center HPSA scoring, the Auto-Facility Update Preview, and have an open discussion on provider recruitment and retention. The workshop also includes breakout sessions to assist attendees with questions on their HPSA designations, loan repayment programs, and Auto-Facility HPSA scoring. Registration information is coming soon.

National Rural Recruitment and Retention Network (3RNet)
3RNet serves to connect health professionals with healthcare facilities. The organization assists health professionals in their search for jobs in rural and underserved areas throughout California. Healthcare facilities and employers may also use 3RNet to recruit and retain health professionals in rural and underserved areas.
